Pathway to Citizenship through Naturalization
Permanent residents may qualify to apply for Canadian citizenship if they meet the following conditions:
Have held permanent resident status for at least 3 years (1,095 days) within the last 5 years before applying
Have been physically present in Canada for a minimum of 183 days in each of three qualifying calendar years within the 5-year period
Have met the Income Tax Act filing requirements for at least three taxation years in the same 5-year period
Intend to live in Canada, or be employed abroad by (or accompany a family member employed by) the Canadian Armed Forces, federal government, or provincial government
Demonstrate the ability to communicate in English or French, unless aged 65 or older
Show a basic understanding of Canadian values, history, symbols, institutions, and the rights and responsibilities of citizenship, unless aged 65 or older
Be at least 18 years of age
Citizenship for Minors (Under 18)
Minors can apply for Canadian citizenship if they:
Hold permanent resident status, and
Have a parent who is a Canadian citizen or is applying for citizenship at the same time
They are not required to meet language or knowledge requirements. The process simply requires a completed application and payment of the processing fee.
Citizenship Language Requirements
Applicants between the ages of 14 and 64 must demonstrate the ability to speak and understand either English or French. Written language skills are not required.
The minimum language standards include the ability to:
Engage in basic, everyday conversations
Understand simple directions
Use basic grammar and common tenses
Employ vocabulary suitable for routine interactions
Accepted Proof of Language Proficiency
You can provide evidence through:
Approved language test results (e.g., IELTS, CELPIP, TEF, or TEFAQ)
Academic transcripts or diplomas from a secondary or post-secondary institution in English or French
Results from government-funded language training (minimum CLB/NCLC level 4)
Language tests previously submitted for permanent residency are accepted, even if they have since expired.
Processing Timeline
Citizenship applications are submitted to the centralized office in Sydney, Nova Scotia, where they are initially reviewed for completeness and to confirm the 3-year residency requirement.
Once accepted, applicants are usually invited within 12 months for an interview and/or to complete the citizenship test, during which they must demonstrate their knowledge of Canada in either English or French.
Ineligibility for Citizenship
You may be ineligible to apply for Canadian citizenship if:
You are currently under a removal order
You have a criminal record or are facing charges in Canada
You have previously misrepresented yourself in a citizenship application
Your Canadian citizenship has been revoked
Citizenship Application Refusal
If your application is refused, you may have the right to appeal the decision to the Federal Court of Canada. This must be initiated by filing a Notice of Application within 30 days of receiving the refusal decision. This timeline is critical and must be strictly followed.
